planning to start in a goshiwon then move to a one-room after a month or two.

Yes, every time, and the deadline is 14 days. It is a quick job but it is not optional.
What to do:
1. Within 14 days of moving, report the new address. You can do this at your local community centre (주민센터) — you do not have to go to immigration for an address change, which surprises people and saves a lot of time given the appointment situation.
2. Bring your ARC and proof of the new address — a lease, or a residence certificate from the goshiwon or dormitory office.
3. It is free and takes about 10 minutes. They update the record and put a sticker on the back of your ARC.
4. It can also be done on the HiKorea site for some cases, though the community centre is usually faster.
The fine for late reporting is up to 1,000,000 won. In practice small overruns are often waved through, but it appears on your record, and immigration checks your address history at extension time.
Why it actually matters beyond the fine:
- Your national health insurance bills, bank correspondence and any official letters go to the registered address. Students who do not update it discover months of unpaid insurance at extension time.
- Your registered address determines which immigration office serves you, which matters when you are hunting for an appointment.
- Some banks freeze or restrict accounts when mail bounces.

didn't update mine for 5 months. health insurance bills piled up at my old goshiwon and i found out at my extension. sorted it but it was a mess

this is the actual cost, not the fine. the mail is the problem

14 days. put it in your phone the day you sign the new place. it goes by fast when you're moving
