Yes, and it is not random — it clusters by neighbourhood.
Buildings near the big language institutes have been taking international students for years and the operators are entirely used to it. Around Sinchon, Anam, Hoegi, Konkuk and Hongdae you will find buildings where half the residents are foreign students and the operator has a phone with a translation app open on the desk.
How to find them:
1. Look for listings that mention 외국인 환영 (foreigners welcome) or are posted on English-facing sites. Those buildings have chosen this market.
2. Ask your school's international office which buildings their students usually use. They know, and it is the most reliable filter there is.
3. Ask in your school's group chat. Current students will name two or three buildings immediately.
4. On a viewing, ask directly: "외국인 학생 많아요?" — are there many foreign students. The answer tells you what you need.
What this actually gets you: an operator who will not be thrown by a passport instead of a Korean ID, who knows what a 거주사실 확인서 is and why you need it, who has done pro-rated move-ins before, and who will use a translation app rather than getting frustrated.
One honest trade-off worth naming: a building full of international students is easier administratively and worse for your Korean. If your priority is language, a building where you are the only foreigner will push you harder — and most operators are perfectly willing to deal with you either way. the international office knows all of this and nobody thinks to ask them about housing

even in normal buildings nobody expects you to chat. goshiwon residents are famously silent. you need about 5 phrases total
